Hosei students arrested over pot possession
Kyodo News
Five students at Hosei University have been arrested on suspicion of possessing marijuana, the Metropolitan Police Department said Thursday.
The five males, sophomores aged 19 to 20 and members of a snowboarding club, allegedly told investigators they smoked and distributed marijuana in a library room at the campus in Machida, western Tokyo.
One said he started smoking marijuana during a trip to India and continued to smoke it in Japan, according to the police.
Two of the five were allegedly caught possessing about 0.3 gram of dried plant material including cannabis in a car outside a convenience store in Yokosuka, Kanagawa Prefecture, on the night of May 27.
Two others were allegedly caught holding marijuana in a parking lot in Shibuya Ward, Tokyo, while the fifth is suspected of hiding marijuana at his home in Yokosuka.
The two Shibuya suspects were arrested at the scene in June and the rest were arrested following a probe into the drug's supply route, they said.

The arrest of two students at Keio University on suspicion of selling and possessing cannabis follows two recent high-profile drug cases involving university students. Kotaro Uchida, 21, a second-year student at Keio's Faculty of Business and Commerce, was arrested Oct. 9 and indicted by prosecutors on Thursday. A second student, Yujiro Nakamura, 20, was indicted on Oct. 22 and released on bail. Nakamura, a first-year Keio student, was arrested Oct. 1 when cannabis was found in a search of his residence in Tokyo's Taito Ward. Nakamura told investigators he had used marijuana on several occasions with other Keio students. Police have questioned a number of Keio students in connection with the case, sources said...Nakamura has admitted to using cannabis between late June and July at karaoke parlors in Yokohama's Kohoku Ward and at his home. On at least one occasion, other Keio students also smoked pot with him, he said. According to sources, the arrest came after Uchida sold marijuana to Nakamura for 7,000 yen near the cafeteria on Keio's Hiyoshi campus in Kohoku Ward...University officials said cases of its students being arrested for violating the Cannabis Control Law have occurred since 2004. In January, two rugby players at Kanto Gakuin University were found guilty of violating the Cannabis Control Law after they grew marijuana plants in their dorm rooms. Earlier this month, five students at Hosei University in Tokyo were also arrested for suspected marijuana possession...more...
A Doshisha University student has been arrested for allegedly possessing cannabis at her home in Kobe, in violation of the Cannabis Control Law, investigative sources said Friday. The student, 22, a senior at the Kyoto-based private university, has told police that she bought cannabis from a foreigner. She has been already indicted, the sources said. According to the indictment, the student had a total of 3 grams of cannabis at her home in mid-August and mid-September. The case came to light after her family noticed she acted suspiciously and reported it to the police. She was arrested on Sept 18. On Thursday, two Keio University students were arrested for allegedly dealing cannabis on a university campus. In May, three Kansai University students were arrested on suspicion of selling cannabis to other students at its campus.
....And how is the situation at Japanese university campuses today? Two students at the prestigious Keio University have been arrested on suspicion of selling and buying marijuana. "I smoked the drug with friends at the university out of curiosity," one of the two was quoted as telling investigators. Their arrests came less than a month after five Hosei University students were arrested in early October for possessing marijuana. Some students at Keio University report having heard rumors that students are dealing marijuana at the campus. Over the past five years, a total of seven Keio University students have been arrested over the illegal drug, including the two arrested this year. It is rational to believe that these cases are just the tip of the iceberg, and that "drug pollution" at universities is more widespread than generally thought. The Education, Culture, Sports, Science and Technology Ministry is poised to produce leaflets instructing university students not to use illegal drugs. It is deplorable that such instructions need to be given to university students. However, if the drug pollution at university campuses is left to run rampant, Kennedy's words will come to sound beyond even our wildest dreams or ideals for universities

Three Waseda University students have been arrested on suspicion of growing or possessing cannabis, according to the university and other sources. The Kanto-Shinetsu Regional Bureau of Health and Welfare drug control department arrested a 21-year-old student at the university's School of Commerce on suspicion of buying cannabis seeds online and growing the herb in August in violation of the Cannabis Control Law, a senior department official said. A court has found the third-year student guilty and handed down a suspended sentence. The university also revealed Saturday that Chiba prefectural police have arrested two other male Waseda students on suspicion of breaking the same law.
The department also arrested a man on suspicion of selling seeds to the third-year student online. Kotaro Ochiai, 34, is suspected to have sold seeds to more than 2,000 people nationwide. Ochiai is unemployed and living in Shinagawa Ward, Tokyo. The department has reportedly detained 12 other men on suspicion of possession or growing the herb. The department is under the jurisdiction of the Health, Labor and Welfare Ministry. The university has also said that in separate incidents, a 22-year-old Malaysian student and a 20-year-old Japanese student at its School of International Liberal Studies were arrested in June and July, respectively, on suspicion of breaking the same law. Both students reportedly have been expelled from the university. Cannabis is seen as a growing problem among young people in higher education. A Doshisha University student was arrested on suspicion of possessing cannabis at her home in Kobe earlier this month.

A man arrested on suspicion of selling cannabis seeds to a Waseda University student via the Internet had packs of seeds sent to him from the Netherlands undetected for about five years, a drug control body said. The Kanto-Shinetsu Regional Bureau of Health and Welfare drug control department arrested Kotaro Ochiai, 34, on suspicion of violating of the Cannabis Control Law by selling seeds online. According to a senior department official, Ochiai is suspected to have been smuggling cannabis seeds since April 2003, selling them online to about 2,100 people nationwide, gaining about 32 million yen in the process. Ochiai is unemployed and lives in Shinagawa Ward, Tokyo. The 21-year-old student who allegedly bought the seeds from Ochiai is a third-year student at the university's School of Commerce. He was arrested on suspicion of growing cannabis plants in violation of the law.
As of this month, the department and other authorities have detained another 12 people on suspicion of violating the law by purchasing seeds from Ochiai. They include a 17-year-old youth from Okinawa Prefecture and a 44-year-old former Construction and Transport Ministry employee. The department falls under the jurisdiction of the Health, Labor and Welfare Ministry. In addition, two other students at the university arrested by the Chiba prefectural police on suspicion of possessing cannabis and other offenses under the law reportedly attempted to smuggle about 15 grams of hemp by international mail in May.
The two, a 22-year-old Malaysian and a 20-year-old Japanese studying at the university's School of International Liberal Studies, were found guilty by a court and handed suspended sentences. They have both been expelled from the university. A 20-year-old male student with whom they reportedly conspired is said to be overseas. The School of Commerce student reportedly told drug control department officials that he became interested in marijuana after learning about the Netherlands' relatively lenient regulations on both cannabis and the sex trade in a university lecture.

The fact that some students use cannabis appears to be common knowledge among university students. A male student at the university's School of Education was not surprised to hear of the arrests. "Many foreigners study at the School of International Liberal Studies," the 21-year-old third-year student said. "It's rumored they bring back cannabis after going home during summer and other vacations." A second-year literature student, 20, said: "Quite a few students are said to be smoking cannabis. I don't think it's such a bad thing."

Two male students from Waseda's School of International Liberal Studies, including a Malaysian national, were arrested between June and July on suspicion of trying to smuggle about 15 grams of marijuana from the Netherlands by air in May. Customs officials discovered the package at Narita Airport.
The two students, aged 22 and 20, have been convicted, each receiving a suspended sentence, and expelled from Waseda.
A 27-year-old Tokyo University of Science student was also arrested in relation to the case and is still on trial. He has denied involvement in the smuggling.
Chiba prefectural police suspect another Waseda student also was involved in the smuggling.
In a separate case, another Waseda student, a 21-year-old junior at the School of Commerce, was arrested on the spot Aug. 18 for growing marijuana at his Tokyo apartment.
He was indicted and handed a suspended sentence.
According to the narcotics control department of the Ministry of Health, Labor and Welfare's Kanto-Shinetsu Regional Bureau of Health and Welfare, the 21-year-old told officials he had become interested in marijuana while studying about the Netherlands at Waseda.
The student bought 10 marijuana seeds for 11,500 yen through a website called Crystal Seeds in late June.
The 34-year-old Tokyo-based website operator was arrested on suspicion of assisting marijuana cultivation. He allegedly imported marijuana seeds from the Netherlands and Britain by mail, making more than 32 million yen in sales in the past five years and selling each seed for 1,000 yen to 5,000 yen.
There were no signs the student had harvested any of the marijuana he was cultivating nor pipes or other smoking equipment at his home.
He told officials that he had not smoked pot.
In a statement about the three students' arrests, Waseda University said: "We hope they sufficiently reflect on what they did and rehabilitate into society."(IHT/Asahi: November 17,2008)
...Recently, there has been a surge in cases involving people who have cultivated marijuana from seeds. According to the National Police Agency, 73 people involved in 91 cases were brought up on charges of cultivating marijuana in the first half of fiscal 2008. The number of cases had increased by 18, and the number of individuals implicated had risen by 23 over the same period of the previous fiscal year. The rise in the number of arrests can be blamed in part on the limits of the law, which prohibits cultivation of marijuana, but does not establish punitive restrictions on the possession of the seeds, which are sold for use as feed, and for other purposes...
...This fall, a 28-year-old woman from Kanagawa Prefecture was admitted to the Akagi-Kohgen Hospital in Shibukawa, Gunma Prefecture. The facility is currently treating about 100 patients for drug addiction. Five years ago, the woman had smoked marijuana at the urging of an acquaintance. "My mind and body became as light as a feather, and my stress and fatigue blew away," she said. She smoked marijuana with the acquaintance about once a week and did not experience hallucinations or other side effects associated with narcotics. However, due to troubles with her friends, and job-related stress, she began to smoke marijuana more frequently. Several months later, she jumped from her fourth-floor condominium apartment immediately after smoking marijuana. She suffered complex fractures in six places, but somehow survived. After being discharged from hospital she stopped smoking marijuana but began taking massive quantities of sleeping pills and tranquilizers, and became addicted to them. "If I hadn't used marijuana, this would not have happened. My mind and body are in tatters," she said...more...
