I see no problem here. If they have to ratchet things up a notch to make sure that some certain individuals stay in order, by all means, they should do it and adhere to the rules, if they can't, then they should not be allowed shore leave.
"Some" of these idiots parade around and don't give a shit or have any sense of empathy to the culture or the people and month after month, there is always something in the paper about these guys doing something whacked! Therefore, if these guys complain about the harsh restrictions they have to abide by, they can thank some of their idiot comrades that thought, shit couldn't touch them. 100% true. Most bases these days have skateparks but only non combat personnel and civilians can use them. This is just a PR stunt to quiet the crazy people. Truth is, the mainland Japanese cause far more trouble down there but the nihonjin media likes to keep that stuff under wraps by focusing in the bad gaijin.
