I see no problem here. If they have to ratchet things up a notch to make sure that some certain individuals stay in order, by all means, they should do it and adhere to the rules, if they can't, then they should not be allowed shore leave.
"Some" of these idiots parade around and don't give a shit or have any sense of empathy to the culture or the people and month after month, there is always something in the paper about these guys doing something whacked! Therefore, if these guys complain about the harsh restrictions they have to abide by, they can thank some of their idiot comrades that thought, shit couldn't touch them. I'm all for freedom of speech but...
Hopefully, this will minimize some of the craziness on that Island.

According to my Marine friend who was stationed there for a long time, none of this is new at all. Probably just getting reprinted to settle down the locals.

Regarding the hang-gliding, bungee-jumping, cliff-diving, etc. bans, I thought that kind of rule was standard for most military personnel everywhere. The logic being that you're not allowed to risk government property (i.e., you) unless ordered to.

100% true. Most bases these days have skateparks but only non combat personnel and civilians can use them. This is just a PR stunt to quiet the crazy people. Truth is, the mainland Japanese cause far more trouble down there but the nihonjin media likes to keep that stuff under wraps by focusing in the bad gaijin.
