President of South Korea: "Gee, it sure would be nice if the Emperor of Japan would, you know, sort of apologize personally. Perhaps he could grovel before a Korean monument or something."

Emperor of Japan: "Well gosh-darn! You know I never thought of that! What a great idea! I'll just pop over to Korea and take care of that right away!"

Yeah, right.

The interview was also with the Chosun Ilbo and the Mainichi and covered more ground than the Time's article suggests. The Mainichi's account is here. It doesn't highlight the comments that Lloyd Parry puts at the centre of his piece but does include this exchange:

Q: Since you took office, you've emphasized that you want to calmly respond to historical issues. Haven't you changed your stance recently? When you visited Japan, you invited the Emperor to visit the ROK. How would this affect the Korean people's feelings?

A: I said I take a forward-looking stance on the history issue, but I didn't mean I'll accept a distorted interpretation of history. We shouldn't be bound by the past, which would obstruct what we should be doing through cooperation. That's what I meant. People in my country are prepared to accept a visit by the Emperor to a certain extent. I'd like the Emperor to take into consideration that how his visit will influence the growth of both countries depends on what he will do during his visit.

Q: How will you respond to the Takeshima issue (territorial dispute over the Takeshima Islands on the Sea of Japan claimed by both Japan and the ROK)?

A: Japan should play an important role in forming a single Asian market. To play such a role, Japan should properly interpret history from the standpoint of Asian countries. I'm trying to open the way for Japan to do what it can do toward ensuring peace and prosperity for Asia as a whole. I have no intention of raising domestic issues to block what Japan does. The territorial issue became a major problem (when the issue was raised in Japan's new curriculum guidance for junior high schools in July). South Koreans don't understand (Japan's position on Dokdo -- the Korean name for Takeshima) at all. I'd like Japan to understand this.


It's worth pointing out that the comments Lloyd Parry quotes don't directly say the Emperor should apologize. Rather, they express the wish that a visit to Korea by the Emperor could be more significant if it was accompanied by a gesture that echoed Brandt's in Poland and the Mainichi report gives those comments more context. Consequently, the headline to the Times article is misleading although Lloyd Parry didn't necessarily write it.

Interesting that you katakana-cized, as it were, the word kimchi.

Don't know which country is more autistic on the whole, Japan or Korea; you're certainly not going to see Tallyrand/Metternich-style diplomacy from either.
