It's all political on the Japanese side too.

They have to protect all the nice cushy "amakudari" jobs at the fisheries agencies, Kyodo Senpaku, and any and all of the numerous other branched off and smoke-screened organizations that suck cash out of the whaling industry.
Whale is demonstrably not part of Japan's "traditional diet." It's all about money and politics.
