Actually, these were interesting figures, but they don't really surprise. Ishihara is idolized by a certain section of the public and lionized by mainstream media and nationalists. He likes creating an image of being an authoritarian strongman, an image that does more than most to arouse the Japanese media and voting public into taking care of their elections.
For Ishihara, the governorship is perfect. Unlike being shunted to the sidelines in national politics -- or perhaps being given such "instrumental" Cabinet posts as Transport Minister -- he can go front and center as leader of the world's biggest city, shoot his mouth off at will and sleep soundly knowing that he has no worthwhile responsibility in terms of the bigger scheme of things and will not be held accountable anyway. And he can maintain the authoratitive voice so adored by the Japanese media and public (look at how potential replacement PMs are lauded and placed on pedestals until they actually gain the office and later suffer when they're revealed to be, shock, horror, real people who make mistakes and can't solve every problem put before them).

I suspect that pretty much torpedos Binky's idea of Tokyo getting 2020. I guess two consecutive games could be so close geographically but it doesn't seem all that likely.
