At the end of last month, three Filipinos were arrested for working illegally in Shibuya love hotels. Iza wonders why hotel operators are using foreigners since it used to be the case that budding actors, musicians and entertainers would take those jobs in the same way Hollywood wannabes wait tables to pay the bills. Their report (Japanese) suggests that young Japanese no longer like the work because it is quite strenuous with few breaks. The turnover rate at some hotels is quite brisk, especially the ones that are used by "delivery health" prostitution services, and it seems take-home pay of around 15,000 yen a shift isn't as attractive with that workload. Surprisingly, the report doesn't touch on the fact that illegal foreigner labour is substantially cheaper and easier to exploit. It's certainly not a new trend in the industry since foreigners have been working in these joints for years now. It would be more interesting to look at mainstream hotels which have been increasingly using foreign housekeeping staff more recently.
I don't really care that much one way or the other but I've never understood the logic behind making it illegal for foreigners on a working visa to do a job that's legal.
