And, quite a few prominent Koreans have indicated it as well. Comparatively speaking - both pre and post war, working in Japan was seen as a better economic opportunity than remaining in Korea. They probably did not anticipate the social discrimination (or discounted it in favor of perceived economic opportunity). However, that does not change the fact that they came over here voluntarily.
The North Korean Resident's Association especially however, feels it is in their strong interest to propagate the myth that they were all brought over forcibly. They specifically like using the false comparison to US slavery.
