These loans are to be "interest free" and up to "400,000 yen" which ought to pay for 10 minutes at a private university like Waseda or Keio. HOWEVER, there's no way to collect from a non-replaying gaijin unless the student stays in Japan. Hey, maybe that's whole the idea....
