[SIZE="4"]Japanese Government Hasn't Kept Any Minutes of Disaster Response Meetings Since 1995 Kobe Earthquake[/SIZE]
[floatl]Image[/floatl]It was only 4 days ago that Japan's PM Noda said "it is regrettable" that there were no minutes kept for the government response team's meetings ever since March 11, 2011 earthquake/tsunami/nuke accident.

Then it turned out that Miyagi Prefecture and Iwate Prefecture didn't quite keep record of their disaster response meetings either.

Now it turns out that the Japanese government hasn't kept any minutes of disaster response meetings since the 1995 Kobe earthquake...

There is a legitimate argument that maybe records should not be kept in some government meetings, especially those that call for new ideas and brainstorming, as keeping everything on record could discourage people from sticking their neck out with a crazy plan that just might work.

..of course, that point is moot if it's a meeting of LDP/DPJ pols who won't/don't/can't come up with new ideas anyway.

In this day and age all they need to do is put a digital voice recorder on the table and type it up when they have time. That is if the memory doesn't explode attempting to contain their genius.
