In TEPCO's defence, they did include some useful tips in the leaflet apologising for the rate rise, IIRC one can save up to 70 yen a month by using a lower power setting on one's vacuum cleaner.

The April price rise is dependent on whether Kashiwazaki can be brought back online, about which Spike Japan has an interesting essay.

Oh how I would kill for a good portable solar panel array setup that fits on a balcony and could replace dependence on TEPCO
