Japan: The worst developed country for mothers?

Japanese women are more likely to have a university degree than men, and the number of women in employment has been rising steadily for 10 years - but, for a range of reasons, a woman who has had children still has a hard time getting a good job.

Nobuko Ito is the very model of a modern professional Japanese woman.

She is a qualified lawyer and she speaks fluent English. She has years of experience working in international contract law.

But Nobuko no longer works in a big international law firm. In fact she hardly does any lawyering at all these days.

Instead she has three children. In Japan it is still one or the other. Doing both is extremely difficult.

"Before I had a child I remember one busy month where I billed the client for 300 hours!" Nobuko says.

In Sweden, Germany and the US husbands spend, on average, three hours a day helping out with children and household chores. In Japan it's one hour, and they spend just 15 minutes a day with their children.

In Japan “income” (shotoku) is considered to be the amount of money on one’s tax return after all exemptions and deductible expenses are subtracted. Because this woman is not a widow or a divorcee, but rather a single mother who has never been married, she doesn’t qualify for the exemption, which is either ¥350,000 or ¥270,000, depending on circumstances. And since she can’t take the exemption, her income is higher, and thus she pays more for daycare.

The Japan Federation of Bar Associations agrees with the woman, but actually goes further by saying that the law itself is unfair since it discriminates against certain types of single parents. As the name of the exemption attests, it was not originally enacted for the benefit of single mothers but rather for widows. The law went into effect in 1951 to help thousands of women whose husbands were killed in the war. Since then the law has been revised several times. It was expanded to include divorced women with children, and then divorced women without children (but who weren’t getting alimony).


The law later allowed for single fathers, also, though unlike women, men who are divorced or widowed but do not have children cannot qualify for the exemption. The JFBA says that with all these added revisions to the original law there is “no valid reason” for not extending the exemption to single mothers who have never been married, and insists that the central government revise the law accordingly.

From what I understand, the J-gov's stance is you shouldn't make babies if you're not married and they refuse to revise the law as they say it encourages dependence on the gov.

Well... the trains DO run on time, there is electricity for most of the day, unless you are a Tepco customer. Cats and dogs are part of the family, not of the food chain... And there are official Applestores in some big cities... So i guess it's as close a 1st world as you can be while still not having indoor plumbing everywhere...

Actually, I was referring to the Allies in general (which, at the time, included the Merkins, Brutish and Nether-landers, among others), but other Australian cities were also bombed. Offhand, I can think of Broome and Katherine, while Sydney was attacked by mini-submarines.
