Imperial Piping Mystery?

I was idly spying on the people who live down the road from where I work when I came across this bizarre maze of piping:

Any idea as to what it might be? Are they running their own fracking operation, or is this some kind of crashed space-going vessel? A meth lab? Also why do the surrounding buildings look like they should be in Panmunjon?

Looks kind of like a small industrial distillery (booze). Semi-industrial scale moonshiners? Looks like some good neighbors!

Also, what is the Imperial part of the mystery? Looks like a gas or chemical factory setup to me.

Do check out the map link provided, it points to a spacious piece of real estate in the centre of Tokyo.

If I had to make a guess I would say it looks like some sort of water treatment plant with perhaps a heat exchanger. Why it is outside I haven't a clue - Because it can be? Presumably the long building is a boiler room? Anyway, it seems reasonable that that family would get softened, filtered and indirectly heated water. And lots of it - I'll bet the baths are like swimming pools.

That sounds likely. That would make the long building a generator/boiler room. They would need their own power supply having known all along what TEPCO are like. I'll bet there is water treatment in there too.

I'm not so sure about the electricity part, but it definitely looks like HVAC. Built low down so as not to spoil the view.
