but wait

"Japan will provide economic assistance of up to ¥150 billion on condition that the Ukraine government will reach an agreement with the (International Monetary Fund) on economic reforms.

And what's the bet that all of it has to be spent with J companies and J bureaucrats in Tokyo will decide what it is spent on and then tell the J technical experts on site. For example, a tiny Pacific Island getting a clutch of top of the line Komatsu diggers even though they have nothing much to dig, no projects on the horizon and no diesel to put in the things. And even more sadly they poisoned relations with a neighbouring island because they decided to rule out sharing the things even though they couldn't possibly use them to anything like a sensible level.
