I saw something like that when I taught high school on JET and the girl being told she needed to dye her hair wasn't even harfoo. She just had hair that was naturally a little ligher than your average Japanese person. The teacher in charge of making sure the students didn't break the dress code refused to believe her and reduced her to tears by agressively berating her in front of everyone. Good times, good time.
When I was an AET back in the day, I had two sibling students that had full on afros (we're talking MJ in his ABC123 days). I never met the parents, but I was told they were 100% Yamato, so I guess they were the rare 天パー, and they didn't have to straighten their hair either (this was early 90's Kanto).
After my oldest daughter's high-school entrance ceremony, I went along with her to the hair check line (this exists) and just pointed at my head (light brown hair). The teacher just laughed and inferred that my daughter's last name alone was proof enough. Not so lucky for the other 100% J kids lined up, mostly with natural wavy hair.
