...railroad companies have responded to the {chikan/groper} problem by setting up women's only carriages to act as a haven ...has only led to an increase in the number of women being felt-up on their way to work. ...witnessed an increase in the number of molestation cases reported during the half year and almost double the number of the corresponding period the year before.
"It's almost as though some guys in Nagoya are of the mistaken belief that because women can go to the women's only carriage, they can feel up women in the other carriages with impunity," a police source tells Shukan Shincho.
