The Tokyo Regional Taxation Bureau suspects the Tokyo and Kanto branches of Japan Post received 100 million yen in kickbacks over a four-year period from a Tokyo travel agency....
apan Post said general affairs officials at the branches kept cash worth 19.9 million yen--the slush funds announced in February--in their desks.
"We felt raising off-the-book funds was part of our job," an employee at the Tokyo branch told The Yomiuri Shimbun. "Employees who could raise slush funds were highly regarded by superiors."
