Yeah, but unless NK straps nuclear warheads on these Nodongs, how much damage to Japan could NK really do with these Nodong missles? Presumably, a war with SK would trigger an attack on Japan. So they would have to be spreading their Nodong arsenal between SK and Japan simultaneously AND trying to aim for specific targets from long range with antiquated equipment.

It took the full force of the American airforce and navy, with the most sophisticated missle technology, to put measurable hurt on Iraq with consistent bombing campaigns using conventional warheads. I doubt NK has that capability. It all hinges on their ability to develop weapons-grade nuclear capabilities and attach it to the nosecone of a Nodong.
