Officer let off hook in child prostitution investigation


OTSU -- Police have decided not to form a case against a former officer who allegedly paid a 17-year-old girl for sexual favors, concluding it was difficult for him to know she was a minor, it has been learned.

Shiga Prefectural Police had reportedly considered presenting a case against the former officer, who is in his 20s, accusing him of violating the child pornography and prostitution prevention law, but decided to let the case go because of factors involved.

Prefectural police said three people, including the 34-year-old operator of an adult entertainment business, were arrested in May on suspicion of violating the Child Welfare Law. In the course of the investigations into the case, the former officer's alleged actions surfaced.

However, because the business had told the 17-year-old to lie about her age and because she looked older than she was, police concluded it would be difficult to form a case against the officer.

Police said they decided instead to use the officer as a witness in the case. The officer resigned at the end of June. (Mainichi Shimbun, Japan, July 4, 2004)
