I wonder what the rest of the story is here? 100,000 yen is seen by Japanese people as significant a bribe as getting a X-mas fruitcake.

TOKYO--The Foreign Ministry said Monday it reprimanded a former diplomat to Afghanistan for having received 100,000 yen from a member of a Japanese nongovernmental organization last year but failed to appropriately report it .... Makabe received an envelope containing 100,000 yen in cash at Narita airport from an NGO member in February last year.

Yasuaki Makabe's salary will be cut by 20% for three months, the ministry said. Makabe formerly served as first secretary at the Japanese Embassy in Afghanistan.

It was likely shame. How dare Makabe sully these repected business practices for such a paltry sum? Spare an NGO, you say? Never! We have principles in which we gouge all!
