Man abducted in front of police, later found seriously injured
SAITAMA, Japan July 18 Kyodo - A 25-year-old man was abducted by a group of men in front of police officers in Soka, Saitama Prefecture, and later assaulted by his captors last Wednesday, sustaining serious injuries to his arms and legs ....he had run into a police box on Wednesday evening and sought help from the officers there but that they did not try to stop the men taking him away.

The police in Gunma and Tochigi are worse.

Nothing like hick police to make you feel like assaulting a trooper. Round 'em up, slap them on the head and say "Bad cop, no doughnut".

Yakuza arrested after dragging victim away from police box
(Mainichi Shimbun, Japan, July 19, 2004)
Police said a 39-year-old assistant police inspector at the police box noticed three men holding down the victim on the ground .., but one of the men said, "This is our own matter. It's got nothing to do with police."
...A rescue worker who happened to be at the scene to transport another injured person said he had told police to do something at the time.
"There were some men in front of the police box dragging away a man. I said to an officer at the police box 'Do something,' and I tried to stop them but it was beyond my control."

And the quote from the "policeman" was:

"He didn't enter the police box and didn't request help," the officer said.


So just remember, if you are being chased by a bunch of thugs and/or are in mortal danger, you have to get passed the line (inside the police box) and/or "request help" (which may involve filling in some forms).

My suggestion is to fill in the forms in advance and wrap them around a brick which can be thrown into the police box in case you don't make it to the line and are being beaten with baseball bats only within sight of the line. Perhaps with some bells attached, so it has more chance of attracting attention over the sound of your bones being broken nearby. :roll:

SOKA, Saitama -- A man was beaten up after two officers in a police box ignored his pleas for help last week, Saitama police have revealed.
The victim visited a police box in Soka, Saitama Prefecture, on the night of July 14, asking for help, but several men soon came and forced him out onto the streets.
Initially the officers gave vague explanations about the affair, by saying they didn't see the man because they were in a back room.
When questioned by other Saitama police officials, they changed their accounts of the incident. They admitted that they knew the man came into the police box and that he was forced out by several other men.
One of the two officers, a 39-year-old assistant inspector, left the police box to see what was happening but failed to intervene.
"I failed to mediate," the inspector was quoted as saying.
