Handbook on crime found
Archiveless Gomiuri Shimbun
A manual on how to commit crimes was found in a private house that a crime syndicate rented in Kita Ward, Osaka, it was learned.

Police suspect copies of the manual, sold for 11,000 yen, were traded among gang members who wanted to learn ways to make money. The police are searching for the writer and will attempt to determine how the manual was distributed.

The manual was found by an employee of a company that was remodeling the house after the gangster moved out in June. The house had been used as an office by the crime syndicate.

The 143-page book offers advice on the best time to snatch purses--"when the economy is in recession"--and how to break into cars without special tools. The book also tells how to open bank accounts under fictitious names, forge seal impressions, use fictitious addresses and open and reseal direct mail.

'Crime manual' found in former yakuza office
OSAKA (Kyodo) A manual with tips on how to carry out various crimes has been found in a gangster organization's former office in the heart of Osaka, police said Sunday.
The 206-page book, titled "Special Top Secret Information," covers more than 100 items on successfully committing crimes, they said.

I wonder if they this is the same book. House? Office? Some pages get ripped out?

Judging from the quality of the "tips" offered, I'm sure this is more of an otaku book than a "Special Top Secret Information." Tips like bend your license plate up on your scooter before commiting a crime are basic high school tricks. The identiity fraud "tips" are 5 years out of date. Either this is worthless book or the reporter is providing worthless info from the book. Sheesh. How's a budding young criminal supposed to learn?

Or borrow someone else's plate - which is what happened to a very unlucky lady my friend saw. Her handbag was snatched by some youths in a driveby at the station. My friend saw the plate and went with her to her car to ring the police. When he told her the plate she said it was her plate. A quick check of the car confirmed that they'd stolen her plate to use on the getaway car, presumably by coicidence!

the reason Japan (I believe) has so many scams on its people is that the police refuse to investigate these criminals.

I spent 30 minutes trying to convince them to investigate these guys who keep calling my phone re some link they sent me. I looked at the top page and that was it. And now they have been calling me for 6 mos.
