Governor adjusts Asia trip schedule

Gov. Arnold Schwarzenegger will travel to Japan next month on a trade mission but is postponing a similar visit to China until next year, citing a need to be in California for what could be the first inmate execution of his administration.
Although the details of the Japan visit were still being finalized, Schwarzenegger is scheduled to arrive in Tokyo on Nov. 10 for three days of high-profile meetings, said his communications director, Rob Stutzman.

Japan is California's second-largest export market, worth more than $11 billion per year, according to the California Chamber of Commerce. The nation also holds the largest foreign investment in California, with $30 billion worth of property, manufacturing and equipment, and an estimated 141,300 jobs through Japanese-affiliated companies, according to the chamber.

Stutzman said the Asia trip is being curtailed in part because Schwarzenegger may need to get back in California earlier to deal with a pending execution. Donald Beardslee, convicted in San Mateo County for two murders more than two decades ago, this week lost an appeal before the U.S. Supreme Court, and his execution could be scheduled for within days of Schwarzenegger's planned return date.

Justice Minister Shozaburo Nakamura tendered his resignation Monday morning to take responsibility for several controversies swirling around him that have stalled Diet deliberations.

Nakamura also failed to pass on to appropriate ministry officials a letter from U.S. movie star Arnold Schwarzenegger seeking permission to enter Japan without a passport, prompting suggestions that Nakamura kept the letter as a souvenir. Schwarzenegger, who told Japanese immigration officials his passport had been stolen, was allowed to enter the country in October after flying to Osaka in a private plane to attend a groundbreaking ceremony for a theme park there.

Been away a while

Shinigami's been away a while. Can anybody tell me why when I click on my 'recent posts' it doesn't show anything? I mean I just made a few posts but when I go to my 'recent posts' page there is nothing there????

Arnold Schwarzenegger is an old pro at promoting stuff in Japan. He has pitched beer, instant noodles, even "energy drinks." Well, the Japanese are still eating him up...

But now there are questions about one of the administration's own deals -- the governor's November trade mission to Japan...It starts with documents obtained by CBS 5 Investigates that show that although that trade mission had been in the works for months, state officials apparently didn't hire a PR firm to put that festival together until the last minute. Then, they didn't put that contract out for public bid. Why is that important? "You need to allow firms to fairly compete for the state's business," says Bruce Cain, a political scientist at the University of California, Berkeley. "We have rules in place that say you need to have an open competition."...And who did they choose? They're partners -- one U.S. company, one Japanese -- and as it turns out, both have connections to the governor. Take the Japanese company, Dentsu. Schwarzenegger the actor worked with Dentsu throughout the 90's, plugging products in Japanese TV ads and reportedly making millions of dollars doing it...more...

On one hand, yes, the state has the obligation to put certain things 'out to bid'. However, there are certain situations they dont have too. For example, if there is only one company that has the particular specialty and does it well. Also, if a company has an 8(a) certification (minority owned/woman owned/etc.) or a HubZone certification (located on an american indian reservation or in an area zoned as underdeveloped or they have at least 35% of the staff who are American Indian).....if they have these in place, the state does not have to go out to bid.
Not really sure on all the details about how Arnie handled the situations..but I am sure I will hear about it through my colleagues. (I deal with Federal and State/Local contracts here in California). Heck, our Secretary of State- Shelley is out because he is an arse and did stupid things. I am sure Arnie will be fine. And many want to re elect him. So I believe these things are a ploy to make him look bad. I am just so gratrful that Grey Davis is adios....thanks for the story!!
