Man with kerosene tank barricades himself into building in western Japan

TOKYO (AP) - A man carrying a tank of kerosene barricaded himself into a labour office in western Japan on Monday as police and fire officials rushed to evacuate the area.
The man is not believed to have taken any hostages and was carrying out the standoff alone in the eighth-floor office of a local labour standards bureau in Nagoya city ... he man had come to the office to file an application for workers' compensation. Police were aware he had carried kerosene in with him. Kyodo said he had begun splashing it across the office.
