Nail guns sound pretty stupid as I can just imagine the compensation paid out after a cop misses his target. Paint balls on the other hand might do the trick, especially if they were pink. At very least it would piss off the bozos to no end driving around on repainted pink bikes.

I would prefer some kind of giant pillow to inflate in front of them as a giant crash pad which could cushion the little darlings before being arrested. Or how about a giant "spider web gun" similar to the ones they threatened to use during the world cup... it's all so 1960's batman tv show-ish. I gotta a better idea. GROW SOME BALLS AND DO YOUR JOB. Set up road blocks when they congregate and start doing spot checks all over known areas for anyone with a bozo bike (these things are pretty easy to spot after all) and follow them when they are off their bikes (ya see them walking around in their silly costumes). Do spot checks for licenses and outsatnding warrants. It ain't that hard unless you're a cop in JapanI guess.
