Sleipnir - A browser for Japan

the name sucks as is typical of Japanese naming schemes. The browser looks ok. The tabbed browsing reminds me of Mozilla ( http://www.mozilla.org ) which is a browser I use rather frequently and highly recommend. The tabs, the Japanese google etc.. make it a nice feature oriented browser for Japanese. Is this an addon for IE? Or is it a completely new browser?
