I know you already have a crafty plan bubbling on the back burner, but just as a thought experiment ... a lightweight inner window that slips into the sill might work as long as the window is closed and the handle is up, assuming that the handle is always up when the window is closed (of course you'd only want the inner window when the outer window is closed anyway). But then what to do when you want to open the outer window? The inner window could be made to swing open, or more cleverly to slide upward. The I-couldn't-be-bothered barbarian approach would be to have a unit that simply pulls out and rests on the floor when not in use.
Right, so I guess what you're planning involves attaching a second interior pane to the existing window, so that the whole assembly swings open when the handle is rotated and there are no fiddly extra operations to deal with? Makes sense, but I can see a couple of issues:
1. Your inner pane will end up being quite close to the outer pane which, unless you have a vacuum gap, will mean more thermal transmission from pane to pane than if you used an inner window that was separated a bit more. So it'll work, but it probably won't be as efficient an insulator as a separate inner window.
2. Does your plan mean that the (presumably) aluminium sash around the window pane(s) remains exposed? If so, you'll end up with a fair amount of thermal transmission straight through the sash, which would also reduce the efficiency of the system.
Just throwing out a few thoughts, at the risk of being totally wrong.
You have an interesting challenge there.

I will make it so that the outer frame of the window (the one in the pic made of the artificial wood) is covered by my new outer frame, which I will make from the same artificial wood material in an L-shape.
