Insurance in Japan is a complex topic. For bikes there are four classes:
Under 50cc
50-249cc
250cc to 399cc
400cc and larger

The larger the bike the more difficult the license is to get and the more expensive road tax and insurance is. I don't have exact numbers but they should not be hard to find on the web. Also bikes under 250cc are not allowed on expressways. There are also passenger rules, but I don't have a bike so don't know all the ins-and-outs.

For insurance you have two types. One is compulsory and gives very basic coverage. This is not enough. Japan is not a sue-happy country like that place over the ocean is, but if you smuck someone you *will* be paying out money. 2000man (20 million) yen is the minimum liability coverage you should carry.

For cars there are also a few different classes. The most common are:

Kei cars (yellow plates)
5-number cars (top number on the plate starts with 5)
3-number cars (top number on the plate starts with 3)

Kei cars have specific size and weight limits, and the engine must not be larger than 660cc. They are small and cheap, insurance & road tax are low, and gas mileage is excellent. You don't want to be in an accident with one though.

5-number cars also have size limits, and they must be below 1500kg. Also engine size is limited to < 2000cc.

Cars become 3-number if they exceed any of the 5-number requirements. For example, it might have a 1.5l engine but be slightly too wide. Or it might have a 2.5 litre engine in a 5-number-sized body.

Japanese manufacturers tend to design cars to fit a certain level. You often find Euro cars in seemingly bizarre categories though. The new VW Bug is a 3-number car, for example.

As you go up in size your insurance costs will go up. Road tax is determined by weight though. The new Legacy is a good example of this. In size it is a 3-number car, but Subaru worked hard to keep it under 1500kg, so road tax is the same as a 5-number car.

For private non-compulsory insurance prices vary depending on driving history and age. 30 is the magic number here for reduced premiums. Each claim you get puts your insurance up by 20 to 40% depending on history. Each year you have no accidents it comes down slightly.

Speeding tickets don't seem to affect insurance here like they do in some places, which is good...

in addition to your info: to be able to ride tandem on freeway you must have the lisence at least for three years.
