I'm looking to spend between $4,000 and $6,000 USD monthly for an apartment, but would really like to get a condo.

But seriously for 4000 you could take out a morgage for $200 000 usd and by a mansion(japanese obiviously not western) and have it paid off with in the 2 years.

Seriously, $4,000 a month is a shitload of cash to spend on rent - even in Tokyo. You can live like a king for that kind of money - as somebody else pointed out - anywhere in the world.
If you don't know that, then you have either:
a) grown up very rich and spoiled, or
b) have no concept of the value of money, or
c) are talking out of your ass.
