Foreigners Employment Service Centre
The Tokyo Employment Center for Foreigners in Tokyo is a public employment security service office managed by the Ministry of Health, Labour and Welfare, which provides information necessary for foreigners and employment counseling and job placement services, and information about hiring non-Japanese and support services for employers. When you look for a job in Japan, please contact the Public Employment Security Offices (PESO).
I only skim read this, but it seems that certain foreigners are eligible for unemployment benefits!!

But there are some handy downloadable PDF files for illustrating the standard Japanese resume with English notes on what each section is for. And also how the job listings are organised at PESO.
They cover traineeships as well as legal aspects, labour laws, immigration, insurance and interpreter services.
