It's not a matter of fear, it's a matter of hassle. Why hire an employee you can't communicate with effectively when you can get one who speaks the language?

Unless you've got some out-of-this-world skill set or portfolio, why would you be worth the hassle?

Yep, your options are pretty much limited to teaching English or starting your own business.

Design jobs are based on who ya know.
However if you're here long enough, more than 2 years, I have found that the design jobs will start to find you, if you keep networking and meeting people and pushing your work (that's good).

In the meantime...as mentioned long ago by "Gai" (gee, I miss his sheee-it)....
7-11 hires foreigners especially for the lucrative and easy graveyard shift. It's a good way to improve your Japanese.

Likewise, working as a SKILLED auto mechanic or lead framer (2x4 construction is new here and needs hands-on leads/teachers) are two wide open fields my Japanese friends try to get me to help them with.

Finding a job is easy; the PROBLEM is the work visa. No Japanese company want to bother with all the red tape and risk.

I'm working for a Japanese company, and I have some mad skillz, so let me explain how this happened.

I knew someone, who knew someone.

Then they did everything else to help me, by getting through all the visa red-tape crap for me.

However, that doesn't change the fact that depsite 10+ years learning Japanese, that it still isn't troublesome for me to get along with these people.

It's NOT the language that is the problem per se... it is just the fact that there is a FOREIGNER IN THE BUILDING! AAAAAAAAAAAAAAAAHHHHH!
FREAKSHOW!!!!!!!!!! RUN!!!!!!!!!!!!!!!!!!!!!

THAT, more than language or anything else, is why Japanese companies avoid gaijin. We're just too distracting.... hell, I distract all the office ladies from doing work even though I don't lay a hand on them, and keep my speech limited to all the politeness I can manage.
Somehow, even though I work dutifully at my desk and keep to myself, all of this is blamed on me. I barely speak a word of Japanese in the office, nor do I have to.

....and the office ladies all hate me.

Toro, what kind of work do you do?

I've been reading a lot of JETRO info about setting up a business in Japan. It's kind of expensive, but it seems as if it's the easiest way to "buy" a visa.

Beware the JETRO website. The information on there is crap, unreliable, and often outdated. Maybe it's a good starting point to learn some of the issues concerning how to establish a presence in Japan, but you should talk to a law firm or accounting firm to get real advice.
