"Must Currently Reside In Japan"

Does this basically mean.

'Must have a visa because we don't want the hassle of sponsoring you!'

Or...Does it mean

'Must currently be in Japan because we don't want timewasters applying for the job from abroad who then can't afford to come for job interview.'

Which is more true? It seems that all the jobs I'm applying for have said this, and so far, no-one has replied to my emails.

Generally the two go hand-in-hand. You can't (legally) "reside" here without a visa. Visitor visas (aka tourist visas) are not meant to be used as a way to live here.

If you're actually in Japan at the moment and hand-deliver your resume in a suit, I'd say your chances are at least reasonable.

It's a lot easier to ignore an email then a guy in a suit... also, no one is going to hire you without a face-to-face interview (well, except for certain Eikaiwa jobs, but I haven't actually been given job offers to the two or three phone interviews I've done), and you can't do that if you're not in Japan.

So where are you, exactly?

I think hand delivering a resume without any sort of appointment to any company that doesn't have a dedicated HR office can easily backfire.

It may be harder to ignore you, but it's a lot easier to develope an impression of you as someone who doesn't follow/understand the rules and or has no consideration for others.

Most companies I know of here don't even like to receive phonecalls checking on application status.

If someplace tells you to send a resume and you ask if you can drop it off yourself, maybe. But I wouldn't recommend just hitting up places cold.

I don't think it would be out of order to hand deliver your resume either. It might even work to your advantage if you are confident of your conversational Japanese but fear that your writing and reading are weak since it might give you a chance to show what you can do face to face. Certainly, there are cases where someone might hold it against you for disturbing the wa so ttjereth is right to warn you that it can backfire. There are enough Japanese who might appreciate your gambaru spirit to make it worth a try if you think you come up short on some of their other stated conditions.
