I'm way WAY out of my field here and I know you said "traditionally animated t.v. commercials" but.....
I always thought the primary difference between Japanese and Western animation was that anime does most the visual first and voice track afterwards.

Voice track breakdown is the process of notating every phonetic sound made by a voice onto exposure sheets for the animators. For example: the word "can" is made up of the phonetic sounds "k", "ah", and "n". The animator needs to know which frame each of these sounds fall on.
