Does anyone else find Japanese unorganized @ work?!

First off this is a Japan rant, and at the same time a personal rant!!
I am so PO'ed that I am here working on my 'Respect for Elders' Holiday
only to find out that mister tongue in cheek engineer cannot issue a plan!!

I just feel that in an american corporation it would be unheard of to ask try to get something done without submitting a plan in advance. Yet it happens everyday in Japan.

:?: I just wonder if anyone else has this trouble??? Or do you think Japanese are more methodical?

Oh and let me preempt my critics
I am a little too tired and angry right now to be articulate in the above post.

First of all you make the assumption that people are really going into work because they have too. More often then not, going into work on a vacation is a pretty good indication that he is trying to escape his wife and family. You are the victim/pretence of his being there. :?

Of course, the Japanese believe that their Hive/Collective doen't need a "plan." There are zillions of things that Japanese considered "*just common sense*" which of course is neither sensible nor understood in common at all.

On the other hand, overplanning is the bane of my existence in Maybe-the-Largest Inc because planning commitees can be a grrrreat excuse for group fun and drinking.
