NHK Program from 1999

[Captain Japan]

I am looking for a program that ran on NHK in 1999. I have the title in English and the exact date of airing. It ran on the regular channel.

I have contacted NHK but they said they can't give me a copy because of regulations. They won't even sell me one.

So my question: would anyone know how to go about getting an NHK program? NHK has a viewing library in Saitama but apparently the program I am interested in is not on file.
