Gov't To Stop Subsidizing Porn For The Deaf

[floatr][/floatr]The Asahi reports (Japanese) that the Government has reviewed its policy of giving monetary assistance to adult television broadcasters who provide subtitles or sign language for hard of hearing viewers. Particularly mentioned in the article is Paradise Television's one hour "Naked News Station" which has a regular five minute "Naked Sign Language News" segment. Currently, decisions on subsidies are made by the National Institute of Communications and Technology who view applications twice a year. This agency has money available to meet half the cost of providing subtitles and sign language for programming which meets its requirements. The review process does not, however, look at the content of the programmes when approving funding. Paradise received around 250,000 yen for regular broadcasts in the second half of the fiscal year and a recent special. Since 1993, the agency has dispersed over 4.5 billion yen covering nearly 90,000 programmes by all broadcasters although there is no breakdown of how many were of an adult nature. The policy has now been reconsidered and money will in future only be available for programming suitable for all ages. Paradise TV say that they provide the sign language segment because they believe that the deaf should be able to enjoy the same television as everybody else and plan to continue the service.

NICT, however, wishes the adult channel would get nicked.
"We are paying directly to the Broadcast Programming Center of Japan, a charity corporation. The center has a contract with Paradise TV to make a sign language news program," a NICT spokesman tells Shukan Shincho. "We really wish Paradise would stop going around telling everybody that it's being funded by the government."

Holy shit, i work on Shuwa news, i heard that they were talking about us in the press but i didn't think it was going to reach FG.

The thing is that money is more symbolic than anything else. Paradise Tv is not making the segment because of the governement money.
It's possible that this money could profit another show for the deafs but there's almost no show for the deafs in Japan, that's why Paradise ended up getting some of it.
And seriously even by paradise tv's standards 250 000 yen/year for a tv show amounts to nothing. I don't think it covers half the salary of our sign language sensei and the announcer who's also proficient in sign-language.
It made the news because journalists have nothing to write about these days. "Government funded porn" is a good headline but that's about it. 250 000 yens is a drop of water in the ocean of governement subsidies.

Paradise TV continues nude sign language news without taxpayer subsidy

Controversial adult satellite network Paradise TV will continue broadcasting its nude sign language news even though its public money subsidy has been cut, network officials said.

Paradise TV said it wanted to continue screening "Hadaka no Shuwa News (Nude Sign Language News)" because of strong demand from listening impaired viewers.

"We heard many opinions about how important it is that the disabled be able to enjoy life the same way as those without disabilities," a Paradise spokesman said.

Paradise caused a stir earlier this year when it was revealed that the nude news program where a signing naked women presents information was receiving a subsidy from the National Institute of Information and Communications Technology, an independent administrative corporation funded by taxpayers and overseen by the Ministry of Internal Affairs and Communications.

Critics thought it inappropriate that taxpayers should help fund an adult program and the subsidy was eventually cut off following public outcry.
