That's certainly what this story (Japanese) says.

You would think, though, that if it is was true, there would be confirmation from Google. There is none that I can find. This article (Japanese) claims that the Korean government is seeking to end net anonymity and may want the identities of YouTube posters. In response, Google is alleged to have restricted access to YouTube from Korea. Again, there has been no confirmation of any such action from Google.

Google and the Korean gov aren't getting along too well lately so there's probably a lot of conspiracy theory BS floating around right now.

Google's Seoul Office Raided

The Korean Fair Trade Commission raided the Seoul office of Google Inc. in connection with allegations of unfair trade in South Korea's mobile-search-engine market, a person with direct knowledge of the matter said, the latest in a series of probes into Google's operations globally.

It looks like Searchina completely blew this story. Their claim that YouTube retaliated against Korean spammers has proved unfounded and now anyone who reposted their story, such as Yahoo, is running around to clean up the mess. The original Searchina piece was removed with no explanation - the link just suddenly started pointing to a completely different article.
