Horse racing in Japan is strictly suckerville - like the lottery, a tax on morons. Twenty-five percent of all bets goes to JRA. Compare that with the typical Vegas house edge of a couple percent for some of the higher-grade casino games like blackjack.

That's not quite right. It's 20% on win and place bets. The rest are 25%. Actually, JRA only gets 15% and the remainder goes directly to the J-government, which is the largest government take-out on legal gambling anywhere in the world.
