google.co.jp is working fine for me right now. I've never seen that message either, but it almost sounds like they've blacklisted your hotel's IP addresses (due to a denial of service attack via a hijacked PC or something like that, maybe?)

I switched to IE from Firefox and I got the same error in English but it gave me the option to prove I'm human so I can now access Google through that browser although it is still blocked through Firefox.
