Heavy Internet Users Put In The Slow Lane

About 40 percent of Internet providers restrict communication by heavy users to prevent Internet jams, slowing down communication speeds as information flow increases, according to a survey by the Japan Internet Providers Association. Heavy users are defined as those who send and access a huge amount of data, such as video files, while staying online for long periods...Of the 276 respondents, 69 companies said they restricted information flow through their lines. A total of 106 companies, including those that rent lines from infrastructure owners, impose such restrictions. Twenty-nine companies said they were planning to take similar measures...Providers' covenants, issued to users with their contracts, stipulate that they may restrict use of their lines by users if their communication volume increases beyond certain limits. This measure makes it legal to restrict use of lines. However, 26 of the 69 companies said they had received complaints from heavy users about slower communication speed...more...

OCN definitely does this, which absolutely sucks. I am paying for 100mbps fiber optic, I expect to be able to use it at those speeds otherwise what's the goddamn point...
