Would anyone care to explain what it means to "put them [resources] toward leveraging Japanese development infrastructure against markets"?
It is not the critic who counts; not the man who points out how the strong man stumbles, or where the doer of deeds could have done them better. Yeah, his business jargon is a bit thickly spread. I think the key word is 'leverage' and he's not going to tell us exactly what he means by this, because that's how he does business, but basically the gist is that his way is to 'use those resources to convince/assist/cajole etc. games makers in Japan to let his company retail Japanese titles in the US (instead of what most people are doing which is looking at placing US games in the Japanese market).
That's why he uses Tenchu (a Sony Japan game) as an example - 6 months after its release in Japan Activision released a version of it for the US called Tenchu: Stealth Assasins.

But I could be wrong..

He means, I think, adapting products to more properly suit the intended (local) market. You know - saltine crackers come wrapped individually, bread comes in packs of five slices instead of 20.

What he really means though, is translating the game dialogue, menus and story lines properly in a way that makes sense to the local audience.
