With Docomo, you can link the phone accounts into a family and share the unused included 1000 Yen credit with your private mobile account. Softbank, and soon/already au, offer an option of not having that 1000 Yen credit but allowing free calls within the network, if that is more attractive to you.
I don't know whether prepaid mobiles are an option any more. And I haven't looked at Willcom or e Mobile basic plans, if they are suitable to your needs.
