Trying not to be unsympathetic, given that this person presumably needs the medication, why did she opt to live in Japan? I saw a story which to me is somewhat related about a person who suffered an epileptic seizure while skydiving. The question in my mind being why would you go skydiving if you had epilepsy?

Despite their pleas, it sounds like they knew exactly what they were doing, and just were unlucky enough to get caught. Methinks the lady doth protest too much.

Jill Russell said she packed the generic pills in an old Tylenol bottle, instead of their original prescription bottle, in an effort to fool potential thieves. Mental disorders also carry a stigma in Japan, so the mother said she was trying to protect her daughter’s reputation by keeping the pills unmarked, the Oregonian reported.

“My repackaging was not an attempt to break or circumvent the law,” Jill Russell reportedly wrote in a sworn affidavit sent Feb. 25 to Japanese police. “It was intended to preserve Carrie’s privacy and dignity around a sensitive issue regarding medication to treat a disorder which falls under the area of mental health.”

I do feel bad for her not being able to get her preferred prescription but one has to wonder whether or not there were some alternatives she could have asked for in Japan and Korea.

Yeah, you're given the choice (or at least I was and led to believe it's SOP) so unless it comes out that she wasn't given the choice, it's premature to slam the police for that.

Regarding time/money/resources spent on this idiotic arrest effort....I just remembered a story of a FG friend that reflects how much is expended by police on a throwaway investigation. I don't know the gritty details but basically one night him and his gf were getting drunk at his apt when his gf's slutty friend came by and joined in. He sent me pics of his gf and her friend playing tonsil hockey and apparently after that, he ended up banging both his gf and then the friend after his gf passed out. Next morning the girls woke up, the friend "confessed" to the horizontal mambo after she fell asleep...but after doing some teeth sucking and avoiding blame, eventually claimed it was rape and filed a police report. Apparently the slutty friend had a history of mental assery and my friend, in his drunken state (or elated he was banging his gf's friend?) had actually snapped some nude selfies of the two in bed...it never went anywhere and he was never even questioned. According to his gf, after the cops got copies of the nudes, they pretty much wrote off the rape claim as a mental case trying to save face with a lie....but they still sent a detective all the way to the friend's jikka on Tanegashima a week later, to get a "follow up statement" and do some sort of "drug test." She said it was just them going through the motions so it looked right on paper and made the "victim" feel she was taken seriously but daaaayam what a waste of resources.

We are talking aboot adderall and ADHD... There is still debate on wether or not the drug was made before the 'condition' was recognised...

A 26-year-old American woman has been jailed on drug smuggling charges in Japan after her mother mailed her a three-month refill of her Adderall prescription, her family says.

Carrie Russell, a graduate from Western Oregon University, was reportedly diagnosed with attention deficit disorder at age 7. She is now jailed outside of Nagoya after her friends witnessed five plain-clothed police officers arrest her Feb. 20 at a restaurant in Tokyo, the Oregonian reported.

Some comments on the (very well written and sourced, imo, compared to the other articles on the same topic. Go indie small journalism!) case:

The maximum prescription size in the U.S. is usually 30 pills if dosed at one a day — one month's supply. How she got three months supply prescription is beyond me. Who was her prescribing physician? Oh, her mother. Can you say "conflict of interest"? Speed I mean Adderrall is also illegal even for medical use in South Korea. Carrie Russell should feel fortunate that she was caught in Japan, rather than getting busted in the ROK.

Any physician that didn't sleep through their requirements training for prescribing controlled class 2 substances should have known that moving prescription drugs across borders without declaring them, especially drugs as internationally controlled as amphetamine and dextroamphetamine, is a big no-no. And anybody that watches as much Border Security as I do as well as doctors knows that putting drugs in the wrong bottles looks like concealment for smuggling and sets off massive yellow flags with immigration, not to mention is also a big no-no from a medical best practices perspective (something the mother should have known if she had a license to prescribe) -- theft and privacy concerns be damned.

While she claims she's been taking it since 7 (even though Adderrall stunts growth), some people misuse it into their adulthood due to its weight loss effects.

The fact that they didn't arrest her at her home in Tokyo (where the shipment was addressed to) or at the post office, and instead put a five man undercover vice squad on her and nabbed her in the restaurant surrounded by her friends leads me to believe that the police suspected the large volume and concealment was not for personal use but for distribution, and they were tailing her to see if she'd pass it to dealers or friends. If that's what went down at the restaurant, she's a fucked gaijin.

My personal hope is that the worst that happens to this girl is deportation (unless it's proven she was dealing) -- and that the prescribing mother loses her medical license ala Michael Jackson's personal physician.

One more side effect of Adderrall: apparently it causes you to pose for all selfies with duckface.

Most likely what happened is they saw the bottle in the X-Ray at the Post Office Immigration Shipments and checked it out. Putting pills in the wrong bottle is a VERY common smuggling technique (I'm addicted to Border Security: Australia, Border Security: Canada, Border Security: U.K., Border Security: NZ, and Border Security: U.S. on YouTube).

Additionally, no legit U.S. doctor prescribes more than a month's worth of a Class II controlled substance for personal use, so rather than just nab her at her home or the post office, they put an undercover group on her and followed her to the restaurant to go try to get the jackpot charge: distribution / intent to sell.

What we don't know is what went down at the restaurant. If they caught her passing out party favors to her gaijin buddies, she's hosed and is going to do hard time before being deported.

"Speed" is American slang for amphetamines. Its commercial brand name Adderrall, and ADDerrall comes from A.D.D. = Attention Deficit Disorder

Sounds plausible, especially given what F'in retards all her parents seem to be. At any rate, without any evidence she was dealing I hope she does her time, cries her eyes out and gets shipped home, and that the authorities resolve this case with all possible speed.

See what I did there!!??? It's not a Steve Irwin level story but at least we get a few cheap puns out of it, which is really all I ask from stupid people news stories.

Nope, self prescription is a big no no but everything else is usually fair game(*). If not that would just basically mean that you are not allowed to treat people you know... Which make no sense whatsoever.
Medicine is not like trading... With its wonderful "insider trading" clause, basically stating on paper that you are allowed to trade... Unless you precisely know what you are doing >:-)

(*) Then you can prescribe family members the drug that you personally need...
Or more commonly, just ask a coworker.

What happens elsewhere
The College of Physicians and Surgeons of Ontario says:

'Physicians should not treat either themselves or family members, except:
For a minor condition or in an emergency situation...; and
Only when another qualified health care professional is not readily available.'
The Medical Council of New Zealand says:

'Wherever possible, avoid providing medical care to anyone with whom you have a close personal relationship. The Council recognises that in some cases providing care to those close to you is unavoidable. However, in most cases, providing care to friends, those you work with and family members is inappropriate because of the lack of objectivity and possible discontinuity of care.'
American Medical Association "Code of Medical Ethics," Opinion 8.19 says:

'...physicians generally should not treat themselves or members of their immediate families.'
The Medical Council of Ireland says:

'Except for minor illnesses and emergencies, it is not advisable for you to treat members of your own family or issue prescriptions, sick certificates or reports for them.'


And there are (in the UK and other countries I assume) specific restrictions in the case of the prescribing of controlled drugs for close family members.

Julie Hamp, an American appointed in April as the carmaker’s chief communications officer, its first female managing officer, was arrested after the painkiller Oxycodone was mailed from the United States to Tokyo’s Narita Airport, arriving on June 11, Tokyo police said. It was found by Customs officials in a package Hamp sent to herself by air mail from the United States on June 8.

Hamp was arrested Thursday morning at the Tokyo hotel where she has been staying.

Hamp said she did not think she had imported an illegal substance, a spokesman for Tokyo’s Metropolitan Police Department said, while Toyota stood by the Tokyo-based executive.

“Toyota has been made aware of Ms. Hamp’s arrest but has no further facts in light of the ongoing investigation by the authorities,” Toyota spokesman Shino Yamada said in an emailed statement.

“We will continue to cooperate fully with the investigation. We are confident, however, that once the investigation is complete, it will be revealed that there was no intention on Ms Hamp’s part to violate any law.”

Oxycodone, an addictive painkiller, is a prescription drug in the United States. In Japan, the police said, only specially designated parties were allowed to import the drug.

Hamp’s promotion in April, along with the appointment of Toyota Europe chief Didier Leroy as executive vice president and African-American Christopher Reynolds as a managing officer, marked the acceleration of a diversification drive for a management team long dominated by Japanese men.

Quite a few lower level painkillers in the US contain oxycodone. Percocet is usually 2.5-10mg oxy / 250mg Acetaminophen. I don't find it strange that a middle aged American would be taking it for chronic pain, it's pretty common. I have had so many sports injuries through the years that my doctors back state side automatically put me on the 10mg dose because my tolerance has grown to the point that the 2.5 does nothing. When I break bones they jump me straight to 20mg oxy.

But yet, we live in Japan. Torn muscle? Loxonin. Broken bone? Loxonin. Dislocated shoulder? Bite this towel while I set it and here is some Loxonin. Pain management is almost non existent here. I never understood why especially when the doctors won't ever give more than a seven day supply.

To clarify, I only mean to judge on her mailing it, not her taking it. While I find the American penchant for legal heavy drugs weird and hypocritical I get that it works for people that need it. One part of my decision to move home several years ago was prompted by my visit to the best reconstructive hand surgeon working in Japan (so they say): after about 15 minutes of consultation and some very promising remarks about the chances for success he asked me casually how I had F'ed up my hand that badly. When I answered it was from repeated soccer injuries that eventually became chronic, without even blinking or flinching he said:
Oh, you did it yourself, playing sports? In that case I would recommend you just put up with it as it is. After all, you did it to yourself.


I didn't ask why he would think such an anti-Hippocratic thing, but I booked a flight home, got it fixed, and ended up just not moving back to Japan. Nice as they are it's like trying to explain cause and effect to a brain damaged flea. Which is a long way of saying what you probably already know: pain is good for you. Buck up there, WuWu!!!!!!!!!!!!!!!!!!!!! :rolleyes:
