Never have I seen a harbor of greater beauty. The architecture of the city buildings is an invitation to come ashore and explore. Well, it's her opinion. Hong Kong and Sydney handily beat Yokohama as harbours in my book but I suppose there are worse cities in Japan for a first impression. It's likely that a sub editor came up with that headline rather than the writer herself.
