I gather that. But why conduct a drill in the middle of the city on operating track? Such a drill damages both the rolling stock and bedding.

Could it possibly be part of the study? I don't know, but would seem reasonable, considering all the fanfare raised about the tracks and roadbeds after Amagasaki!
