China has a major meth problem. The drug can be a pick-up, a pass-time, or something that builds trust — or addiction. It mostly comes from North Korea and it’s been flooding northeastern provinces for years. Domestic distribution networks then move the drug west and south to reach more users.
I have seen workers abuse it in Chinese electronics factories so they can stay awake when trudging through unending shifts. Camgirls (models who perform or strip online for a fee) and karaoke hostesses smoke it with their clients, who call the practice “ice-skating.” Businessmen who dabble in too many vices share it for a brotherly bond. Chinese celebrities apprehended in drug crackdowns often admit to using meth.
Production of this speed was once organized by the Democratic People’s Republic of Korea as a way to keep its foreign currency slush fund afloat. The operation was overseen by Bureau 39 (also called Office 39 and Room 39), a secretive component of the Kim regime that does anything from forging high-quality American currency to running a chain of restaurants. More heinous is the production and sale of narcotics.
Poppy farms existed in North Korea in the 1970s, and the DPRK developed an opiate production program for export. But major floods and agricultural disasters devastated the crops. Switching to something that could be made in a lab quickly and in large quantities provided two benefits: it suited the regime’s need to raise large amounts of foreign currency, and domestic use of meth killed the actual, physical hunger of a starving population.
Aside from narcotics and counterfeit currency, knockoff pharmaceuticals and cigarettes contribute to the illicit income of the DPRK. In all, Bureau 39’s illicit activities might be adding as much as $1 billion to Pyongyang’s coffers every year.
At home, North Koreans might see meth as something of a luxury. During Chuseok, a festival to give thanks for bountiful harvests that doubles in the north as a chance to offer bribes, beef and meth were popular gifts for officials.

North Korean leader Kim Jong Un recently ordered preparations for launching "terror" attacks on South Koreans, a top Seoul official said Thursday, as worries about the North grow after its recent nuclear test and rocket launch.
In televised remarks, senior South Korean presidential official Kim Sung-woo said North Korea's spy agency has begun work to implement Kim Jong Un's order to "muster anti-South terror capabilities that can pose a direct threat to our lives and security."
He said the possibility of North Korean attacks "is increasing more than ever" and asked for quick passage of an anti-terror bill in parliament.
North Korea has a history of attacks on South Korea, such as the 2010 shelling on an island that killed four South Koreans and the 1987 bombing of a South Korean passenger plane that killed all 115 people on board. But it is impossible to independently confirm claims about any such attack preparations. The South Korean presidential official did not say where the latest information came from.
Earlier Thursday, Seoul's National Intelligence Service briefed ruling Saenuri Party members on a similar assessment on North Korea's attack preparations, according to one of the party officials who attended the private meeting.

Takechan, I think this is a very serious matter, but I do not think the English media are silent about this intentionally. Probably they just did not notice.

TOKYO, May 3 (UPI) -- Japan has blacklisted at least five scientists residing in the country, including a South Korean national who says he has never visited North Korea.
The blacklist, in total, includes 22 individuals.
The measure is part of Tokyo's policy to restrict the movement of people who could be abetting Pyongyang's nuclear weapons program, the Sankei Shimbun reported Monday.
But the sanction against the ethnic Korean missile scientist, identified by his surname Byun, also comes at a time when South Korea and Japan are trying to mend fragile relations that have declined over territorial disputes and the issue of wartime comfort women.
Byun, who works as an associate professor at Japan's Kyoto University, is a second-generation Korean in Japan, South Korean newspaper Donga Ilbo reported Tuesday.
"I don't know why I have been placed under sanctions [since February] when I have never been to North Korea," Byun reportedly said.
In February, Japan extended existing sanctions against North Korea. New policies include a ban on money transfers and denial of entry to North Korean nationals.
In April, Japan also required ethnic Korean residents in the country to sign a pledge to not visit North Korea.
TOKYO, April 13 (UPI) -- Japan is requiring ethnic Korean residents in the country to sign a pledge to not visit North Korea.
The requirement extends to Koreans who may support the Pyongyang regime and have turned down the option of acquiring South Korean citizenship, Tokyo Shimbun reported.
The target population of Koreans of "Chosen nationality" is legally classified as stateless, according to South Korean news agency Yonhap.
The mandate is part of unilateral Japanese sanctions against North Korea adopted in February. Tokyo has banned the re-entry of "foreign" nuclear weapons and missile engineers to Japan, if they are returning from a visit to the North.
The pledge document reads, "I will not travel to North Korea. If it is confirmed I had entered North Korea, I recognize that I am not allowed to re-enter Japan."
If the document is not signed by a Korean resident traveling outside Japan, they will not be allowed to leave, according to an official at the Japanese Immigration Bureau.
The nationality designation for pro-Pyongyang Koreans in Japan was originally established in 1947, allowing Korean residents in the country to opt out of both Japanese and South Korean citizenship.
The category remains in the absence of diplomatic ties between Tokyo and Pyongyang, and both pro-North Korean residents and ethnic Koreans who have not pledged loyalty to any government have been classified as "Chosen" Koreans.

U.S. Vice President Joe Biden has told Chinese President Xi Jinping that Japan has the capacity to acquire nuclear weapons “virtually overnight.”
Speaking at a Public Broadcasting Service program aired Monday, Biden said he had urged Xi to exert influence on North Korea so it will abandon its missile and nuclear weapons developments.
Referring to Pyongyang’s recent nuclear test and missile launches in violation of U.N. Security Council resolutions, Biden said that if China and the United States fail to take effective action against North Korea, “What happens if Japan, who could go nuclear tomorrow? They have the capacity to do it virtually overnight.”
Biden did not say when his conversation with Xi took place.
The vice president said China “has the single greatest ability to influence North Korea by cutting off A, B, C, D, a whole range of things, but it also could cause the implosion of North Korea.”
Biden said North Korea is building nuclear weapons that can strike as far as away the U.S. mainland. “And I say, so we’re going to move up our defense system,” he said, suggesting Washington intends to deploy an advanced U.S. missile interception system called Terminal High Altitude Area Defense, or THAAD, in South Korea.
The vice president quoted Xi as saying, “Wait a minute, my military thinks you’re going to try to circle us,” underscoring China’s opposition to the deployment of THAAD in South Korea.
Biden dismissed Republican presidential candidate Donald Trump’s view that he is open to the idea of both Japan and South Korea developing their own nuclear weapons and would be willing to withdraw U.S. troops from their soil.
“It’s okay with Donald Trump. But it’s not okay for us to continue to see the proliferation of nuclear weapons around the world,” he said.
Asked about Biden’s remarks, Japanese Deputy Chief Cabinet Secretary Hiroshige Seko said at a news conference Friday in Tokyo that Japan “can never possess nuclear weapons.”
Seko said the three non-nuclear principles of not producing, possessing or allowing nuclear weapons on Japanese territory are an important basic policy of the Japanese government.
