According to this blog (Japanese), The Radicon bus was the first radio-controlled toy - made in Japan and sold in the U.S. in the 1950s. This YouTube clip shows a bloke opening up one he just bought.

Is he supposed to be able to steer the bus? Doesn't look like he can. It also looks really heavy.
