The system may have changed of course, but my understanding at the time was that the number of visas is decided bilaterally. If (for example) 1,000 Japanese can get WHV for the UK then 1,000 UK residents can get them for Japan. Generally though there are a LOT more Japanese who want to go to the UK/Canada/Australia etc than there are people from those countries who want to go to Japan. This means that the quotas are usually exceeded for Japanese applicants but not for Canadians etc. I was told that because of this Japanese over 25 almost never get WHV but residents of other countries often can. Also, I had two WHV to Japan, whereas for a Japanese person it would be very tough to get two WHV for Canada.
I don't think it would hurt to apply. One thing to keep in mind though is that you have to use the visa within a certain amount of time after getting it. Might be six months, but maybe a year...? Can't remember anymore.
