Maybe...
But it fits some pattern.
Celebration of the founder's birthday.
And they have done it before.
And they have a motive...

But this is just small enough to cause some doubt in the US on whether military action should be taken, yet big enough to have a huge psychological impact.

What's the point in doing it if they're not "found out"?
The idea of NK not taking credit for something doesn't fit the pattern.

There's some logic behind your assumption, though it completely ignores the DPRK's brinksmanship, which aims only at the regime's survival. As others have already pointed out, an act of this magnitude would be guaranteed to attract some sort of U.S. reprisal, which is the last thing either North Korea or the U.S. wants.
Incidentally, those who believe the U.S. would unilaterally attack North Korea are also deluded...the only time the U.S. will go to war with the DPRK is if North Korea attacks the South, which aint gonna happen. The Untied States, however, has its own form of brinksmanship made necessary to keep afloat its military industrial complex.
We're seeing it here, too....as many people have noted, military activity within Japan has also been buzzing in recent times. Apt timing considering the ultra-nationalist Cabinet and moves to revoke the Constitution's Article 9 (which the Japanese have never really protected anyway).
Rant over

Sidenote... Been Ladun denied involvment in 911... it was drown in the "OMFG Saddam Hussein is hazing baybees with All Kaeda" derping... it could be a post sequestration/budget cut/discount false flag...
Or just your usual prepper/domestic terruristz using up their fertilizer bomb stockpile before expiry date...

On the other hand, it seems that the bombs contained no shrapnel, meaning they were meant to minimize casualties.
It could also mean that it was an act of an amateur, which kind of disproves the NK connection.
