I agree with that bit.

To cook a pleasant meal, you need good ingredients. But good ingredients do not always result in a pleasant meal.

IMO, and from only a quick look, I think the ingredients are there. However, the cook needs to learn his craft better or hand over the ingredients to someone who has, otherwise the ingredients are doomed to a culinary crime.
