That's the kind of problem she can sit right on and work out.

I have been anticipating this program for some years and have actively been pursuing the ability to produce proper identification upon demand! This has been done in the spirit of cooperation with the authorities of course!

Most disturbing about Japanese wariness towards foreigners is a longstanding association of foreigners with crime and rowdiness. This stereotype was most tragically evinced following the 1923 Tokyo Earthquake, when rumors about Korean residents committing acts of sabotage led to mob violence and numerous fatalities. As recently as 2000, right-wing Tokyo Governor Ishihara Shintaro warned of foreigners creating civil disorder in the aftermath of an earthquake. Though the vast majority of the public rejected the comments, they struck a chord with some.

"...The number of nonvehicular offenses committed by foreign nationals reached a record 43,622 cases in 2005, up 4.3 percent from the previous year, and coincides with the 11.1 increase from 2004 in foreigners entering Japan, reaching a record 6.12 million in 2005, the report says.

Although nonvehicular offenses committed by foreign nationals represents only 6.7 percent of the country's total crimes, the report states there were sharp increases in crimes by foreigners in Shiga, Nara and Gifu Prefectures.

Nonvehicular penal code offenses by foreign nationals rose 950.2 percent in Shiga from 2001 to 2005, by 582.1 percent in Nara and 465.2 percent in Gifu, the report says.

Theft accounted for 28,525 of the 43,622 criminal cases involving foreigners in 2005, it says.

Visa violations were not included among crime figures for foreigners."

Golly, after watching that video, Japan is sure concerned about my safety...being so concerned to protect me from OTHER foreigners while I'm in Japan, since it is clearly only other foreigners who cause any trouble in Japan. It would have been a bit more useful if they said who they were going to share that data with.

My guess is that it was a bit of both plus a push from the biometrics company to sell their machines... no doubt some LDP member had an investment in that deal.

I'm convinced it was mostly that the J-bureaucracy really wanted to reinstate fingerprinting.

They were reluctant to give it up in the first place, but were forced to relent under the pressure that was applied at the time. But they fucking hate being told what to do under any circumstances, and I'll bet they were utterly delighted when they saw an ostensibly justifiable way to bring it back in.

I'll admit to not actually knowing the details, but familiarity with the way things work around here tells me that the conspiracy version is plenty plausible.
